Center for Security Forces (CENSECFOR) Operator Training – M16A3/M4A1 Service Rifle Practice Test

Safety Rule 2 centers on muzzle discipline: never point a weapon at anything you do not intend to shoot. This establishes that the direction the muzzle is pointed is the primary safety control, guarding against accidental discharge and harm if the weapon misfires, drops, or if someone moves into the path of the muzzle. By keeping the muzzle aimed only at intended targets, you minimize risk to people, objects, and surroundings.

The other rules address different safety habits: keeping your finger off the trigger until ready to fire is about trigger discipline; keeping the weapon on safe until you intend to fire relates to mechanical safety; and treating every weapon as loaded sets the baseline mindset of danger. Each rule complements but does not replace muzzle discipline, which is why this statement is the best fit for Safety Rule 2.
